The challenge
Professor Sir Mike Richards’ report “Diagnostics: Recovery and Renewal” (2020) concluded that a new diagnostics model was urgently needed, recommending significant reform and investment in critical diagnostic services, with the establishment of Clinical Diagnostic Centres (CDCs). CDCs would play a key role in reducing the access delays associated with hospital visits and supporting reductions in health inequalities. NECS was requested to provide PMO support to the Tees Valley ICP Diagnostics Collaborative.
Nationally funded through the CDC Programme, NECS provided PMO support to the project aiming to deliver a “hub and spoke” model, with the central “hub” situated in Stockton on Tees and various “spoke” sites across Tees Valley hospitals. NECS developed comprehensive project plans and provided governance support.
Our response
- Conducted patient experience surveys to gain feedback and insight.
- Comprehensive project plans initiated.
- Governance support – clearly defining roles and responsibilities
- NECS responsible for leading weekly progress calls.
- Liaised with a variety of stakeholders including contractors to transform existing buildings into spoke models.
- NECS provided monthly updates and highlight reports to the Delivery Board.
- Monitored action plans and held stakeholders accountable for deviations to the plan.
- Reviewed signage systems at all sites.

Outcomes
- NECS is continuing this programme of work, having secured a further contract extension with NHSE.
- Successfully facilitated collaboration between a complex mix of stakeholders.
- Provided expert guidance and leadership support during a number of challenges for the programme.
- NECS provided diverse skills, knowledge and experience to the CDC programme.
- Preparations underway for the final stage of delivery.
