The challenge
NECS Consultancy was commissioned by Bristol, North Somerset & South Gloucestershire Integrated Care Board (BNSSG) to work with the six localities to: align planning support with an evidenced based approach; develop and support population health management approaches; support the localities with emerging priorities; and provide advice on ICB and locality led implementation and delivery.
Our response
- Understanding the makeup of localities and their needs – analytical deep dive and profiling of all six localities to identify significant variation in population. Looking at prevalence of conditions and health and social care activity linked to socio economical, geographical and ethnicity profiles within the Starting Well, Living Well, Ageing Well & Dying Well agendas for each locality.
- Undertaking ad-hoc analysis to finalise priority areas of localities.
- Created infographics for each locality documenting their finalised problem statements and charted key metrics relating to these.
- Contribution of analysis outcomes to the development of the final strategy.
- Documentation of all sources available to BNSSG so that every metric relating to priority areas could be monitored going forward.

Outcomes
- Delivered six specific locality strategies aimed at tackling the main problems identified through the PHM evidence-based approach.
- Finding key priorities in BNSSG centred around childhood obesity, CYP MH, drug and alcohol use within Bristol, chronic pain, frailty and falls, COPD and hospital deaths.
- Established a data driven approach to problem solving as legacy.
- Delivery of a technical handover to BNSSG Business Intelligence team.
- Implemented a planning framework for locality, community and lived experience co-production in setting of priority settings.
