Challenge
The Health and Justice Information Service (HJIS) is a national programme in England to implement the complex upgrade to the national prison health care system, SystmOne, bringing it up to date and in line with other clinical systems used in the community.
The ownership of the programme lies with NHS England, which commissioned the NECS HJIS team to manage the upgrades to SystmOne across the English Health and Justice estate, in the following settings:
- Adult prisons (male and female)
- Young Offender Institutes (YOI)
- Immigration Removal Centres (IRC)
- Secure Training Centres (STC)
- Secure Children’s Homes (SCH).
Our response
The NECS HJIS team provided an expert and dedicated team of project managers, trainers and systems specialists to deliver this wide-ranging and complex programme of work in a challenging environment. HJIS was responsible for the delivery of the programme, as well as the extensive preparation and training required to get the sites to the position of readiness and compliance for implementation of the new system functionalities. Preparation included ongoing data quality improvements, tracing and allocation of NHS Numbers, enabling the use of Smartcards and redesign and deployment of national clinical templates.
Outcomes
There are around 19,000 active users on prison SystmOne which supports over 80,000 residents across more than 120 secure residential institutions in England. The ongoing upgrade to the clinical system is improving the care of patients within these institutions.
The work of HJIS team has brought significant benefits to date, including:
- Personal Demographic Service (PDS)
- National Clinical templates
- Children and Young People’s Estate deployments
- GMS and GP2GP
- Training and support.
An ongoing rigorous programme of end user training is continuously being delivered to all sites nationwide, in order to maintain the gains in data quality standards and support healthcare users as the new upgrades are embedded in their business-as-usual processes.
An E-Learning platform with training videos, comprehensive guidance and documentation on key system functionalities was also developed by the HJIS team for use by healthcare users.
